上海落户政策新规定

（三）深化完善积分落户政策。完善居住证、居住证转办常住户口、直接落户政策，在此基础上，逐步建立积分落户政策。根据综合承载能力和经济社会发展需要，以具有合法稳定就业和合法稳定住所、参加城镇社会保险年限、连续居住年限等为主要指标，合理设置积分分值。按照总量控制、公开透明、有序规划、公平公正的原则，对达到规定标准条件的人员，可以申请本市常住户口。
