上海居转户案例解读
户口迁移与群众利益关系密切，申报理由繁多；迁移政策由各级各地制定，规划条件、申报材料不尽统一，差异大，影响“同一事项省内无差别受理、同标准规划”的实现。总结原规定执行中存在的问题，研究分析各地迁移政策，《户口规定》第四十二条至第五十二条将市外迁入按迁移理由，分夫妻投靠、未成年子女投靠父母、老年父母投靠子女、居住地落户、人才落户等十大类分类，逐条逐项制定规划条件，规定了申报材料；第五十三条至第五十六条将市内迁入按市内迁居、直系亲属落户等作了规定。第四十一条规定市外迁入迁移人的年龄、参加社会险的年限等基本情况，由迁入地政策确定。
