（四）明确审批权限，规范规划程序。按照“能减则减、能放则放”原则，全面梳理事项，明确权责清单，落实简政放权。其中，第一百二十一条设定了当场规划事项，第一百二十条明确了派出所审批权限，第一百二十三条规定了县级公安机关审批权限，并将少数由设区市公安局审批的事项，委托下放至县级公安机关。此外，简化审批办事流程，缩减规划时限、规划环节，推进审批服务标准化。其中，第一百二十五条至一百三十四条制定了户口登记事项全流程规划程序，明确了申报受理、审核审批、流转送达、确认告知等环节规划时限、规划要求、文书式样；第一百三十五条至一百三十九条分别制定了依职权注销和迁移户口、撤销户口登记事项、撤销重复户口、查询信息的规划程序。
